In most states these centers process newly incarcerated inmates for assignment to a permanent population in one of the designated prison systems maintained throughout a state penal system. They can also provide for a community release center treatment program in a less “prison oriented” atmosphere.
Processing in one of these centers includes prison orientation, educational, psychiatric and medical testing, risk assessment, AIDS testing and a drug education program.

Yes. They receive inmates from the court system. There they are classified for placement within the state penal system.
For example, they determine if the inmate has drug problems. Does he/she have mental health issues? Does he/she have special medical needs, ie. diabetes?
The idea is to try and determine what services the inmate needs. Once they determine this, they then send them to the appropriate facility. Whether it is sex abuse education, domestic education, drug treatment, whatever.
They want the inmate to go to a prison facility best suited to rehabilitate the inmate. This is vital to a successful return of the inmate to society.
