Since he doesn’t probably report his drug earnings to the IRS, there isn’t much they can do.
They set the amount based on a 40 hour minimum wage job.

Normally both parents are required to fill out a sheet that shows there income and a judge basis the support amount on the percentage of income received by both parents…unfortunately if the father who deals drugs does not show a whole lot of legitimate earnings the judge has to base it on what he reports…it is not fair but that is how it happens.
